Ward 1 Councilmember Susan Eads has resigned from her position on the City Council for Midwest City. In a letter sent to City Manager Tim Lyon, Mayor Matt Dukes and Councilmembers, Eads cited her daughter being eligible to apply for City employment as the reason for the resignation. Oklahoma State Statute and the Midwest City Charter do not allow family of city councilmembers to be appointed or hired to city positions.

“I can resign with my head held high knowing that in addition to all the time and service to my neighborhood association and a lot of hours volunteering for city events and activities, I have given almost nine (9) years of service as the Ward One Council member,” Eads wrote. “I have greatly appreciated the opportunity to work with you and all the dedicated members of City staff, as well as the great people who serve on the Midwest City Council.  I wish the best to all.”

Former Councilmember Eads included in the letter that she did not plan to seek reelection. Her term would have ended in April of 2026.

Eads was first appointed on January 10, 2017, to fill the unexpired term of another councilmember who resigned from the Ward 1 seat. Eads was reelected in 2018 and in 2022, running unopposed. Ward 1 covers the far SW corner of Midwest City and includes the Original Mile neighborhood, major retail areas for the community and borders Tinker Air Force Base on the south.   

“Susan’s service on the council and to the residents of Ward 1 has been exemplary,” said Tim Lyon, City Manager of Midwest City. “She’s given of herself time and time again, making great strides for her neighbors and for her community. We have appreciated her dedication and will miss her.”

In her letter of resignation, Eads reflected fondly on accomplishments during her tenure. She included improvements in communication with Ward 1 constituents and with City staff, investment in community-based activities and multiple committees, as well as improvements to City services, as some of her most memorable moments.

The next opportunity for Ward 1 residents to select a new councilmember will be on February 10, 2026.  The newly-elected Ward 1 Councilmember will serve a full four-year term.

The February 10 ballot will also include candidates who file for election for Mayor, Ward 3 and Ward 5. The filing period for these Council seats is set for December 1 through December 3, 2025.

An interim councilmember for Ward 1 may be appointed by the Mayor and City Council per Oklahoma State Statute and Midwest City Charter. The temporary appointment would require a majority vote of the council at an upcoming meeting.
